This work was performed on X-ray transient, and we need to test the model on the main population of persistent atolls. Our preferred model involves a resurrection of the double-thermal model for the soft state. The results have ramifications for such issues as neutron star ISCOs, the structure of the accretion boundary layer, and the radiative efficiency of the hard state (jets). Suzaku instruments can test and refine the model directly, with a focus on spectral fits rather than a reliance on model performance arguments. We propose to supplement the Suzaku monitoring archive begun in AO-1 by targeting the two persistent atolls with the greatest X-ray variability.
