      We propose systematic observations of a homogeneously-selected compl       
     ete sample of far-infrared luminous objects.  We selected nine object       
     s with L_FIR > 10**12.5 L_solar from Strauss et al.'s 2-Jy All Sky Su       
     rvey catalog, as FINAL targets to be  observed. This luminosity range       
      is a natural extention of the FIR  luminocities of luminous Seyfert        
     galaxies.   Two of the nine objects have been already observed by ASC       
     A (Mkn231, 3C273) and other THREE objects are selected for the primar       
     y targets in this AO-3 observations.  The results would constrain (1)       
      abundance and properties of  "obscured quasars" and (2) reletion bet
