     We propose that ASCA join a flare star observing campaign on the near       
     by flare star UV Ceti involving ROSAT, the VLA and the Ellelsberg 100       
     m telescope.  the goal of this campaign is to detect correlated X-ray       
      and radio events in an effort to establish - for the first time - th       
     e so-called Neupert effect in a stellar context. The ASCA data would        
     greatly help to first increase our X-ray observing efficiency, and se       
     cond, to provide spectral resolution at X-ray wavelengths (which is n
