Read in DQA1 delay and rate solutions. Used Hh as the REFANT. It had the only high SNR solution to Halca.

Read in the DQA1 solns after I zeroed the delays and rates for the sole good DQA1 solution to Halca (so I can try FRINGing with no prior offset for Halca in case FRINGing with the offset does not work).
